Zntroduction The purpose of this letter is to transmit the revised combined Unit 2 and 3 BFN-FPR.

TVA is providing this revised report for NRC review and subsequent issuance of a Safety Evaluation Report (SER).

The Unit 2 and 3 BFN-FPR provided by Enclosure 1 of this letter, is based on the current revision of the Unit 2 BFN-FPR.

This was approved by NRC through a Safety Evaluation issued March 31,

1993, (Reference 3).

The Unit 2

FPR is a living document which is updated to meet Unit 2 operational requirements through TVA's 10 CFR 50.59 process.

The Unit 2 and 3

FPR provided by Enclosure 1 reflects the plant configuration that will be required for a combined Unit 2 and 3 operation.

Enclosure 2 provides a description of the changes that have been made in the Unit 2 and 3 BFN-FPR following the initial submittal on December 15, 1992 submittal (Reference 1).

TVA provided the initial Unit 3 Appendix R Safe Shutdown Program to NRC for review.

This program was based on the Unit 2 BFN-FPR provided to NRC by Reference 2.

The combined Unit 2 and 3 BFN-FPR provided by Reference 1 was an updated version of the Unit 2 BFN-FPR, revised to reflect both Unit 2 and 3 being operational.

Summar of Chan es in the Enclosed FPR The initial Unit 2 and 3 BFN-FPR submitted by TVA, based the Unit 2 and 3 Safe Shutdown Analysis and the Unit 2 and 3

Appendix R Safe Shutdown Program on the ability to achieve safe shutdown. in the event of an Appendix R fire by the use of multiple success paths.

Accordingly, to support a

multiple path Safe Shutdown Program, TVA issued the Unit 2 and 3 Safe Shutdown Analysis and Unit 2 and 3 Appendix R Safe Shutdown Program portions of the Unit 2 and 3 BFN-FPR to include all of the equipment available to support Unit 3 safe shutdown during a postulated Appendix R event.

Subsequent to the initial submittal, TVA determined even though multiple success paths for safe shutdown are available, it would be prudent to specify only one safe shutdown success path for a postulated Appendix R event in a given fire area.

Therefore, TVA revised the Unit 2 and 3

Safe Shutdown Analysis and Unit 2 and 3 Appendix R Safe Shutdown Program portions of the FPR to reflect the minimum components required for safe shutdown of Unit 3.

Additionally, TVA revised the Unit 3 Safe Shutdown Separation Analysis.

Revising this analysis also necessitated revising the applicable portions of the Safe. Shutdown Analysis and Safe Shutdown Program portions in the BFN-FPR.

The initial Unit 3 Appendix R submittal was issued prior to TVA completing the Manual Operator Actions Calculation.

This calculation specifies the manual actions that must be taken by the operator for a fire in any given area of the plant.

TVA has now completed this calculation, subsequently the applicable portions of the Safe Shutdown Program were revised.

December 20, 1994 Finally, during TVA's. review of the Unit 2 and 3 BFN-FPR (Enclosure 1)., TVA-identified instances where additional clarification or enhancements were necessary to aid NRC in the review! of the, Unit 2 and 3 BFN-FPR.

The changes that resulted from the. review have been incorporated into Enclosure'.

The changes from the above review that affect the Unit 2 BFN-FPR wi.'ll be incorporated into the Unit 2 BFN-FPR during the next revision.of the report.

Conclusion Prior to the restart of Unit 3 following issuance of a NRC

SER, TVA will combine the Unit 2 and 3 BFN-FPR and the current Unit. 2 FPR using the BFN 10 CFR 50.'59 evaluation process.

The FPR will then reflect the final configuration of BFN as implemented in the plant.

The SER along with the previously submitted Technical Specification (TS) change NO. 337, Appendix R License Amendment, (Reference

4) will be the basis for the Unit 2 and 3 Appendix R program.

TVA's project plan depicts a need date for the SER of Novemember 1,

1995.

Therefore.

TVA request approval of this letter along with TS change NO.

337 by that date.

TVA will inform NRC of any significant changes to the need date through BFN's regular communication with the Staff's project manager.

Enclosure 3 provides a list of commitments made in this letter.
