Dear Hr. Kingsley:

September 28, 1994 By letter dated July 6, 1994, the Tennessee Valley Authority (TVA) requested relief from certain inservice inspection (ISI) requirements of Section XI of the American Society of Mechanical Engineers (ASHE) Boiler and Pressure Vessel Code for the Browns Ferry Nuclear Plant (BFN) Units 1, 2, and 3.

TVA requested to use ASME Code Case N-524 in the BFN Units 1, 2, and 3 ISI programs to substantially reduce inspections of ASME Class 1 and 2 piping longitudinal welds.

As documented in the enclosed safety evaluation, the staff finds that continued imposition of the ASME Code examination requirements for longitudinal welds constitutes a hardship without a compensating increase in the level of quality and safety.

Therefore, the NRC staff has determined that application of ASME Code Case N-524 in the BFN Units 1, 2, and 3 ISI programs is authorized (pursuant to 10 CFR 50.55a(a)(3)(ii)).
