On February 18,
- 1993, Niagara Mohawk resubmitted an Application for Amendment to the Nine Mile Point Unit 1 Operating License DPR-63.
This Application contained proposed revisions to Technical Specification Sections 3.2.7/4.2.7, 3.2.7.1, 3.3.3/4.3.3 and 3.3.4/4.3.4 regarding Appendix J leak rate testing.
As discussed with your Staff on March 22,
- 1993, a clarification is required to Section 4.3.3.c.(2)c.
These changes are as follows:

A closed parenthesis was added after (a) on line 3.
This correctly identified the parenthetical phrase.

The word "and" between 4.3.3.b.(1) and 4.3.3.b.(2) on line 5
was changed to "or" to indicate that failure to meet any one of the acceptanc'e criteria constitutes a failure.
The periodic ret'est identified as (b) in line 7 was changed to correctly indicate section 4.3.3.c.(1).
Pacae 140 1.
Deleted the word "or" between 4.3.3.a.(3) and 4.3.3.b.(1) on line 4.
Add "and 4.3.3.b.(2)."
This ensures that all acceptance criteria must be met.
Attached are revised pages 139 and 140 which provide the clarifications and replace the pages contained in our February 18, 1993 submittal.
