to your August 17. 1992 letter on Emergency Preparedness Inspection 50-220/92-10 and 50-410/92-12
Dear Mr. Joyner:
This letter provides a response to the Emergency Operations Facility (EOF) shielding concern identified in the subject correspondence.
Niagara Mohawk is performing a shielding evaluation for the entire EOF.
This evaluation is scheduled for completion by December 31, 1992.
If the shielding evaluation determines that a protection factor of five is not attainable within the EOF, procedures are currently in place to monitor habitability and ensure personnel protection.
These procedures pertain to all areas of the EOF including the dose assessment, communications, and decision-making areas.
Evacuation of the EOF would take place before the health and safety of the occupants was compromised.
Additionally, Niagara Mohawk maintains a functional Alternate EOF (AEOF) approximately twelve miles from the Nine Mile Point site.
The nearby location of the AEOF and the flexibilityin the habitability procedures, regarding timing of the EOF evacuation, allow for continuity of the EOF functions during the transition. Thus, safe and effective operation of the EOF will be provided irrespective of the protection factor afforded by the structure.
In the event the shielding evaluation shows that a protection factor of five is not attainable within the EOF, corrective actions will be developed.
Niagara Mohawk will provide to the Commission the results of the shielding evaluation and a schedule of necessary corrective actions, it any, by April 1, 1993.
