Revision 7 to the Quality Assurance Topical Report Gentlemen:

Pursuant to the requirements of 10 CFR 50.54(a)(3) and 10 CFR 50.71(e), Niagara Mohawk Power Corporation hereby submits Revision 7 to the Quality Assurance Program Topical Report for Nine Mile Point Nuclear Station Operations (NMPC-QATR-1) ~

One (1) signed original of NMPC-QATR-1 Revision 7 is enclosed. Copies are also being sent directly to the Regional Administrator, Region I, and the Senior Resident Inspector at Nine Mile Point. The NMPC-QATR-1 revision contains changes made to the Quality Assurance Program since the submittal of Revision 6 on May 8, 1991 (NMP1L 0581). These changes can be described as general updates and clarifications that do not reduce previous commitments. The certification required by 10 CFR 50.71(e)(2) is attached to this letter.

The text changes associated with NMPC-QATR-1 Revision 7, with the exception of run-over pages or those pages which are intentionally blank, are annotated by vertical bars placed in the page margins. Note that change bars indicate only those changes made in NMPC-QATR-1 Revision 7, (i.e., change bars marking changes made ill previous revisions have not been retained).

Beginning in June 1993, future NMPC-QATR-1 updates will be submitted with the annual update to the Nine Mile Point Unit 1 Final Safety Analysis Report (Updated).

The annual NMPC-QATR-1 update will reflect approved changes as of April 30 of each year. This schedule will enable Niagara Mohawk to consistently reference 9204010195 920325
