Dear Mr. Kempf:

The NRC conducted a public meeting on September 16, 1991, to provide the preliminary findings of a special NRC inspection team to Niagara Mohawk Power Corporation regarding Nine Mile Point Unit 2 readiness for restart and to solicit comments and concerns from the public regarding restart of Unit 2.

A copy of the official transcript from the public meeting is enclosed for your consideration since many of the public's concerns pertain to off-site emergency planning for the Nine Mile Point and FitzPatrick nuclear plants.

Although many individual comments were received from the public, there appeared to be two major themes regarding offsite public notification and Oswego County evacuation planning as follows:

The public was not notified of the site area emergency at Nine Mile Point Unit 2 on August 13, 1991, by siren as is their expectation.

As a related

issue, the public's perception is that the sirens are never sounded, even by testing.

[NRC review concluded that the licensee's actions in this regard meet the emergency plan.]

The evacuation plan for Oswego

County, especially for the students at the State University of New York (SUNY), Oswego, is inadequate, i.e., not enough buses; lack of faith in bus drivers going into accident area to pick up evacuees; and a lack of knowledge regarding evacuation requirements or expectations on the part of students at SUNY-Oswego.

[NRC review concluded that emergency plan requirements and commitments had been adequately implemented based on NRC and FEMA evaluation.]
