Dear Mr. Martin:

During a recent inspection of our Emergency Preparedness Program, Mr. J. Hawxhurst of your staff brought to our attention a concern relative to radiological dose assessment. This concern was with the performance of three chemistry technicians during a demonstration of off-hours, off-site radiological dose 'assessment. We share that same concern and have implemented corrective measures. These measures include both immediate and long-term actions which are outlined below.

Immediate Corrective Actions

1. Beginning October 2, 1986, three supervisors, highly proficient in rad-iological dose assessment, were put on call to provide immediate assis-tance to back-shift chemistry technicians.
2. On October 4, 1986, Nine Mile Point Unit f/1 back-shift chemistry technicians successfully completed refresher training in off-site radiological dose assessment. This training included practical demonstrations and individual evaluations.
3. Four new Nine Mile Point Unit //1 chemistry technicians are scheduled for similar training and evaluations by October 10, 1986. These technicians will not be used on the back-shift without successfully completing individual evaluations.

Lon -term Corrective Actions

1. Nine Mile Point Unit //2 back-shift chemistry technicians will be given refresher training and evaluated in off-site radiological dose assess-ment by October 31, 1986.

2. TSC and EOF Dose Assessment staff personnel will be given refresher training and be evaluated prior to November 28, 1986.
3. Appropriate training lesson plans will be revised prior to December 31, 1986, to include more emphasis on practical demonstrations and evaluation of proficiency on our computerized methodology.
4. Training procedure NTP-4 will be revised prior to December 31, 1986, to require quarterly practical demonstrations and evaluation in off-site dose assessment. These requirements will be for back-shift chemistry technicians, TSC and EOF Dose Assessment staff. Technicians and staff members unable to demonstrate proficiency in this area as determined by the evaluation, will be removed from the back-shift and the qualified dose assessment roster, respectively, until their proficiency can be successfully demonstrated in a subsequent evaluation.

The corrective actions already taken should adequately address any immediate concerns. In addition, the long-term corrective actions outlined above should ensure continued proficiency in our ability to perform off-hours, off-site radiological dose assessment. Niagara Mohawk is dedicated to main-taining a high level of emergency preparedness at Nine Mile Point and will continue to evaluate our program for needed improvements.
