AND 2 QUALITY ASSURANCE PROGRAM TOPICAL REPORT
Dear Mr. Ankrum:
This letter transmits the Quality Assurance Program Topical Report for the Nine Mile Point Nuclear Station Units 1 and 2 Operations
- Phase, NMPC-QATR-1, Revision 0, dated August, 1985.
This Topical Report is submitted for acceptance in accordance with 10CFR50.54(a)(3).
Enclosed check for $150.00 is for the application fee per 10CFR170.21J.
The Topical Report provides a single quality assurance program for the operations phase of Units,l and 2, and incorporates the require-ments of ANSI/ASME NQA-1 and ANS-'3.2.
The new program continues to satisfy the criteria of 10CFR50, Appendix B.
Following formal receipt of NRC acceptance of the Topical Report, Niagara Mohawk intends to amend, the Final Safety Analysis Reports to delete the QA Program currently contained in the FSAR's; that is, QA Program dated June 10, 1984 for Unit 1, and Chapter 17 of the FSAR dated May 1985 relating to the operations phase for Unit 2, and will replace that material with reference to the Topical Report.
It is intended that when this amendment to the FSAR's is formally trans-mitted to the NRC, at that point, we will begin committing to the Topical Report in lieu of our current commitments.
During our telephone conversation on July 16, 1985 I indicated that we would be coming forward with this Topical Report and had offered to participate in a meeting in your offices to discuss the subject document.
We agreed that you would have your staff do the preliminary review of the material and then we would schedule a meeting to discuss it prior to any formal response by the NRC.
Your prompt review and acceptance of the NMPC-QATR-1 will be greatly appreciated.
