SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 1, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 1, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18022A655. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:
On February 1, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) three topics regarding LAR 17-037 and (2) pre-submittal information regarding LAR 18-001.
The first three topics discussed regarded LAR 17-037. In response to the first topic, Is Criterion 3 intended for any other Tier 2* items other than Fuel Criteria Evaluation Process (FCEP) and Burn Up limit? SNC stated that Criterion 3 is intended for any Tier 2* material in Chapter 4 of the Updated Final Safety Analysis Report (UFSAR) related to fuel.
In response to the second topic, Since FCEP is an approved topical report which provides the framework for making fuel changes which might not need NRCs review and approval, is there any way in which Criterion 3 as described could be used to make a change to any aspect of the FCEP topical report? SNC stated that on Page 11 of Enclosure 2 of LAR 17-037, no material changes to the FCEP topical report would be allowed other than editorial or consistency changes if the LAR is approved and that changes to the topical report would likely be initiated through the Westinghouse Electric Company (WEC) organization, who submits topical report revisions to the NRC for review and approval. The staff noted that this concern applies to all topical reports and asked if there were any specific plans to revise the FCEP topical report.
SNC stated that they do not have plans to revise the FCEP topical report, but noted that because Tier 2* information requires verbatim compliance, they included it in the LAR in case of an unexpected future scenario that would warrant editorial or consistency changes to the FCEP topical report.
In response to the third topic, Clarify how SNCs proposed commitment describe in Enclosure 8 of the 12/21/17 submittal differs from the existing reporting requirement of Section X.B.1 of 10 CFR Part 52, Appendix D, SNC stated that they are proposing an expanded level of detail for Tier 2* changes made without NRC approval than typically included in the departure reports, noting that they have not formalized the processes and procedures yet. The staff asked SNC to clarify that they were not proposing a new reporting requirement for changes made to Tier 2*
information without NRC approval. SNC stated that because of the conservative nature of applying the proposed criteria, they did not think a separate reporting requirement was necessary and they did not want to change the current reporting requirements, but noted that they would be open to further discussions with the staff about other potential notifications. Both SNC and the staff agreed that further dialog was needed regarding this LAR, and SNC noted that they would wait for formal requests for additional information (RAIs) to supplement the LAR to completely address the staffs concerns.
The final topic discussed was pre-submittal information regarding LAR 18-001. SNC walked through the pre-submittal presentation, noting that because both LARs (WEC LAR 187 and WEC LAR 190) (1) involve the relocation of hydrogen igniters, and (2) have overlapping schedules, they are proposing to combine the LARs into one submittal, LAR 18-001. SNC provided a background of the Hydrogen Igniter Locations LAR (informally WEC LAR 187),
describing that the locations of igniters are proposed to be revised for consistency with the igniter location criteria described in UFSAR Table 6.2.4-6. SNC provided a background of the Equipment Survivability Assessment LAR (informally WEC LAR 190), describing that the list of equipment identified as requiring an assessment, which includes hydrogen igniters, is proposed to be revised as a rollup of multiple design changes. SNC described that the LAR proposes to consolidate the requirement for an equipment survivability assessment, duplicated in Combined
J. Dixon-Herrity License (COL) Condition 2.D.12(g)9 and in Tier 1 Section 2.2.3, item 9 (ITAAC No. 2.2.03.09c (ITAAC Index No. 205)) by removing the Tier 1 description and ITAAC and including the comprehensive equipment lists in UFSAR Tables 19D-8 and 19D-9. The staff noted that they understood SNCs proposed LAR asked clarifying questions about the removal of the words as-built in COL Condition 2.D.12(g)9 and about how the proposed UFSAR Tables 19D-8 and 19D-9 were compiled. SNC stated that they would formally submit the LAR in the next few weeks once the submittal package is finalized.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
