OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JANUARY 11, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on January 11, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17354A164. The meeting notice is also posted on the NRC public website. On January 11, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed pre-submittal information regarding proposed licensing amendment request (LAR)18-002 for changes to seismic gaps between the nuclear island (NI) and adjacent buildings.
SNC walked through the pre-submittal presentation, noting that because both the design above-grade spacing and the minimum above-grade Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) gap between the NI and the Turbine Building (TB), Annex Building (AB), and Radwaste Building (RB) is 4 inches, constructing adjacent walls under these conditions and meeting other American Concrete Institute (ACI) requirements for tolerances and concrete cover has proven to be challenging. SNC stated that LAR 18-002 proposes to reduce the minimum ITAAC gap from 4 inches to 3 inches for the NI to TB and AB, eliminate the ITAAC gap requirement for the NI to RB, and maintain the 4 inch design above-grade gap between the NI and adjacent buildings. SNC noted that this LAR does not propose any changes to the gap below grade. The staff noted that they understood SNCs proposed LAR and asked clarifying questions. SNC stated that they would formally submit the LAR within the next few weeks.
At the end of the technical discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
