This letter notifies NRC that TVA has implemented its commitment to install and make operational a Safety Parameter Display System (SPDS),

and certifies that the SPDS fully meets the requirements of NUREG-0737, Supplement 1, taking into account the information provided in NUREG-1342.

As requested by Generic Letter 89-06 (Reference 1), photographs are available that show the control room overview and SPDS workspaces, the SPDS hardware and their workspace locations, and the SPDS keyboard.

Color screen prints of the individual SPDS display pages were also made during power operations.

These screen prints provide as accurate a representation of the SPDS display screens as would color photographs.

There are no hard-wired displays associated with the BFN SPDS.

The completed SPDS checklist and the above documentation will be maintained at BFN for three years from the date of this letter.

TVA committed to implement an SPDS on Unit 2 before Cycle 7 startup.

The final design description for the SPDS was provided by TVA in References 3 and 4.

The initial Safety Evaluation Report (SER) of, the SPDS design description was documented in Reference 5.

TVA responded to the SER open items in Reference 6.

NRC concluded; in a Supplemental SER that TVA's SPDS design description fully met the requirements of NUREG-0737, Supplement 1 (Reference,7).

I Please update the Safety Issues Management System database to show these items being implemented on BFN,Unit 2 as of the date of this letter.
