Dear fir. Denton:
Section IV Paragraph F of 10 CFR Part 50 Appendix E requires that local governments, within the plume exposure pathway EPZ of a site, participate in at least one full scale exercise per year.
It is Hiagara Mohawk's and the Power Authority of the State of Hew York's understanding that the Oswego County authorities need only participate in a Hine Mile Point Unit 1 or a James A. FitzPatrick exercise each year, due to the close proxiiaity of the plants.
Therefore, participation by Licensees with Oswego County officials will be on rotational basis, so that each licensee will hold a full scale exercise with the County every other year.
During the year, when a licensee does not have a full scale exercise with Oswego County, a communications drill with the County and other offsite response groups will be held.
A similar program will be undertaken for the annual medical drill (i.e.,
each licensee would interface with the Oswego Hospital every other year).
Hiagara t<ohawk and the Power Authority of the State of flew York considers that participation once a year by the hospital and county is adequate.
Accordingly, by June 1, 1981, Niagara Mohawk, the Power Authority of the State of Hew York and the Oswego County Office of Emergency Preparedness will proceed as outlined above.
