Dear Mr. Brunner:
The subject Inspection Report identified an occurrance at Nine Mile Point wherein a temporary change was made to a Reactor Analysis De-partment Procedure without proper approval per Technical Specifica-tion 6.8.3.
The change was made under the direction of the Reactor Analysis De-partment Supervisor, who holds a Senior Reactor Operator's license.
The change was verbally concurred with by at least one member of the Reactor Analysis Department, but formal sign-off by a Senior licensed Supervisor and another member of the plant management staff was neglected until the Resident NRC Inspector pointed out the de-ficiency. At that time the requirements of Technical Specification 6.8.3 were complied with.
The incident and the Technical Specification have been reviewed with all members of the Reactor Analysis Department.
