CONSIDERATION OF THE RESULTS OF NRC-SPONSORED TESTS OF MOTOR OPERATED VALVES NINE MILE POINT NUCLEAR STATION, UNIT 2 (TAC NO. H77788)

By letter dated July 29,

1991, Niagara Mohawk Power Corporation (NHPC) provided the NRC with a revised response to Supplement 3 to Generic Letter (GL) 89-10, "Consideration of the Results of NRC Sponsored Tests of Motor Operated Valves."

The revised response indicated that Unit 2 feedwater motor operated valves (MOVs) 21A and B would be required to operate against a

maximum differential pressure of 100 pounds per square inch (psi).

By letter dated March 12,

1992, the NRC requested NHPC to demonstrate that these HOVs will not be required to operate against a higher differential pressure and to notify the NRC staff, in writing, of the results of this effort.

NHPC responded to the NRC staff request in a letter dated June 15, 1992.

The NRC staff has completed its review of the NHPC response of June 15, 1992.

This review also considered information that NHPC personnel provided to NRC inspectors during the MOV team inspection on June 22-26,

1992, at Nine Mile Point Nuclear Station.

(The results of this inspection are documented in NRC Inspection Report Nos.

50-220/92-82 and 50-410/92-82.)

Specifically, the inspectors were advised that a

NMPC review of system operating procedures and emergency operating procedures indicated that feedwater HOVs 21A and B were not required to close against feedwater pump discharge pressure.

Based on the NMPC response of June 15,

1992, and the results of the NMPC review of procedures, the NRC staff agrees that 100 psi is an appropriate value for the worst-case differential pressure requirement for these valves.
