Nine Mile Point Unit 2 Docket No. 50-410 Enclosed is Revision 0 of the Emergency Procedure Guideline for Nine Mile Point Unit 2 which has been revised based upon Nuclear Regulatory Commission staff comments.

Also provided is a draft of the development, verification and validation procedures for your information.

These latter procedures are included as requested by the Nuclear Regulatory Commission staff to show evidence of the detailed methods used to ensure the accuracy of the Emergency Procedure Guideline.

Additionally, the Nuclear Regulatory Commission requested that we provide a commitment to revise Figure 7 of the Emergency Procedure Guideline.

Niagara Mohawk will revise Figure 7 and determine the primary containment pressure limit taking into account the ultimate containment pressure and consider the operability of the purge/vent isolation valves and the operability of the Automatic Depressurization System valves as part of the analysis.

Resolution of Comments:

In steps requiring inititiation of drywell sprays, the option is given to use either of the following:

1) drywell spray reduced flow (268gpm),

and Figure 3; or

2) drywell spray rated flow, and Figures 3 and 4.

All information was included in the PGP.

The decision on which option to utilize will be made during EOP Development.

EOP steps generated from PSTG steps DW/T-3, PC/P-3 and PC/P-6 will reflect the decision.

The following changes were made to the Guideline based on your comments (10/3/84 conference call):

1) p.17.

EMERGENCY PROCEDURE GUIDELINE was changed to PLANT SPECIFIC TECHNICAL GUIDELINE.

This is consistent with the guideline being submitted for verification.

DRAFT was changed to REV.O.

This is subject to verification.

2) p.22.

No change was made.

The RCIC isolation pressure was based on the number in FSAR section 5.4.6.2.2.

If during start-up testing a more accurate number is obtained, it will be reflected in a future revision.

3) p.35.

A caution number was corrected.

4) p.44 '

A step was added (had been left out on original sub-mittal because of a missing page).

The numbering was corrected.

5) p.47.
6) p.50.
7) p.53.

The spelling error was corrected.

A step number was corrected.

Step numbers were corrected.

8) p.65.

Caution numbers were corrected.

The figure 4 abscissa label was corrected.

An incorrect suppression pool pressure instrument penetration elevation was discovered and corrected.

The correction is re-flected in revised figures 1, 5 and 7.

numbers, caution numbers found this revision to be accurate, based on Rev.

3 of the generic guideline (sent 10/4/84).
