RESPONSE

TO GENERIC LETTER 89-16 This letter provides notification of the installation of the Hardened Wetwell Vent at BFN Unit 2.

TVA committed to provide this notification as part of the Unit 2 Cycle 6 outage completion letter (Reference 1).

TVA committed to install a hardened vent in response to Generic Letter 89-16 (Reference 2).

The required operating procedures are in place and the required training has been performed.

Reference 3 documents a meeting between NRC and TVA to review the design and operation of the BFN hardened vent.

In response to NRC concerns, TVA stated that float valves would be installed on two of the three drain lines to eliminate the need for local operator action.

A third drain valve, located within the plant stack was still being evaluated to determine if it could be opened during an accident or left normally open without increasing ground level radioactive releases beyond regulatory limits during design basis events.

U. S. Nuclear Regulatory Commission SN Ri ~%3 Since that meeting,. automatic type drain valves (steam traps) have been installed, one in the Reactor Building and one in the yard.

This eliminated the need for local operator action.

The manual operator action to open the stack drain valve has also been eliminated by maintaining the valve in a normally open position.

Potential ground level release through the stack drain are prevented by:

1) Qualifying the exposed piping in the stack and the Radwaste Building as Seismic Category 2 for pressure boundary retention, 2)

The potential for radioactive gases to be released from an assumed break in the buried portion of the stack drain has been determined to be incredible, and

3) Taking credit for the water seal provided by both the stack sump and the off-gas condensate sump.

Additionally, a routine resident inspection of BFN was conducted on April 17, 1993 through May 14, 1993.

During this inspection, the inspectors reviewed the commitments that were to be completed prior to startup from the Unit 2 Cycle 6

refueling outage.

As documented in the referenced Inspection Report.(Reference 4), the inspectors monitored the construction of the hardened vent throughout the outage.

During this latest inspection period, the inspection effort focused primarily on post modification testing.

Proper functioning of the various valves, indications and alarms associated with the system were observed.

In order to verify a clear flow path, the inspectors observed the injection of helium into the piping within the reactor building and the detection of the gas as it exited the hardened vent in the stack.
