In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for Units 1, 2, and 3 (Enclosure 1).

The proposed change will replace the current license conditions for Units 1 and 2 with the Units 1, 2, and 3 Fire Protection Report standard license condition.

The proposed TS changes will relocate the fire protection systems and fire brigade staffing requirements from TS; delete TS definition NN, and add administrative controls of the Fire Protection Report to TS to implement the license condition.

2 U.S. Nuclear Regulatory Commission gild 1S92 Reference 1 provided the Fire Protection Program for staff review.

The Fire Protection Program contains the Fire Protection Plan, Fire Hazards Analysis, Safe Shutdown Analysis, and Unit 2 Appendix R Safe Shutdown Program.

The Fire Protection Program will be incorporated into the July 22, 1992 annual update of the BFN Updated Final Safety Analysis Report (UFSAR).

The Unit 2 Appendix R Safe Shutdown Program was previously reviewed and approved by NRC by Reference 2.

License conditions 2.C.4 for Unit 1 and the first paragraph of 2.C.5 for Unit 2 implement the requirements in Section X of the "Plan for Evaluation,

Repair, and Return to Service of Browns Ferry Units 1 and 2 (March 22, 1975 Fire)," are superseded by the Fire Protection Program.

The Fire Protection Report addresses the requirements previously contained in Section X.

As stated in Reference 3, the Fire Protection Program will be updated to include the Appendix R Analysis and the Appendix R Safe Shutdown Programs for Units 1 and 3 prior to their respective restart dates.

These updates will be provided to the Staff for review and approval.

Since the entire program, including the Appendix R Safe Shutdown Program, is covered by standard license condition, Unit 2 license condition 2.C.5.a can be deleted.

In addition, following staff approval of the Units 1 and 3 Appendix R Safe Shutdown

Program, and their incorporation into the Fire Protection Program, these programs would be covered by the Fire Protection Program license condition for each unit.

This approach eliminates the need for a separate future license amendment on Units 1 and 3 as the Staff approves the Appendix R Safe Shutdown Program for each respective unit.

The requirements for the fire protection systems and the fire brigade staffing are included in the Fire Protection Program and therefore, can be removed from the TS per guidelines of References 4 and 5.

TS definition NN defines the Appendix R Safe Shutdown Programs, which is part of the Fire Protection

Report, and can be deleted from the TS.

The present Unit 2 TS have administrative controls over the Appendix R Safe Shutdown Program.

These are revised to address the control over the Fire Protection Program, which includes the Appendix R Safe Shutdown Program.

These administrative controls are also added to the Unit 1 and 3 TS.

Staff approval of the Fire Protection Program, the revision to the BFN UFSAR, and Staff approval of this license amendment will allow BFN to complete the implementation of the guidelines set forth in References 4 and 5.

The present Fire Protection Program and the fire protection TS requirements continue to be implemented through existing plant procedures until this license amendment is approved by the staff.

Justification in support of the proposed changes is provided in Enclosure 2.

A proposed determination of no significant hazards consideration is provided in Enclosure 3.
