This refers to the inspection

conducted

by C. A. Patterson

of this office on

January

16,

1993

February

17,

1993.

The inspection

included

a review of

activities authorized for your Browns Ferry facility.

At the conclusion of

the inspection,

the findings were discussed

with those

members of your staff

identified in the enclosed report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

record's,

interviews with personnel,

and observation of

activities in progress.

'ased

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation with three

examples

concerning failure to perform surveillance

testing

and properly control work activities.

We are concerned

about the

violation because

new fuel was

moved without performing checks of the reactor

building crane.

Work on the control

room emergency ventilation system

changed

without adequate

planning of the testin'g required to ensure

system operabili-

'y.

Work on the high pressure

coolant injection system

was in progress

although

a procedure

step for the foreman to verify job pre-requisites

were

satisfied

was not signed.

These

examples

indicate that additional attention

is needed to ensure

procedural

compliance.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should

document the specific actions

taken

and

any additional

actions

you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and.the results of future

inspections,

the

NRC will determine

whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC regulatory requirements.
