October 29, l Docket Nos.

50-259 and 50-296 Dr. Hark 0. Hedford, Vice President Nuclear Assurance, Licensing 8 Fuels Tennessee Valley Authority 3B Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801

Dear Dr. Hedford:

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION REGARDING BROWNS FERRY NUCLEAR PLANT UNITS 1

AND 3 COMPONENT AND PIECE PARTS QUALIFICATION PROGRAM (TAC NOS.

H83827 AND H83828)

By letter dated June 12, 1992, the Tennessee Valley Authority (TVA) provided its proposed program for qualification of components and piece parts at the Browns Ferry Nuclear Plant (BFN) Units 1 and 3.

Subsequently, on September 15,

1992, NRC staff and TVA representatives met in Rockville,

'aryland, to discuss TVA's proposal.

As a result of 'this meeting, and evalua-tion of TVA's submittal, the staff has determined that additional information will be required to complete the review.

The staff requests are as follows:

2.

3.

Clarify the distinction between the component and piece parts qualification program described in your, June 12, 1992 letter, and the environmental qualification program required by 10 CFR 50.49.

Discuss the statistical basis for the sample size selected, including justification that the sampled, population is homogeneous for this purpose.

Discuss what conditions constitute a discrepancy, and what actions you will take if discrepancies are identified.

This requirement affects 9 or fewer respondents, and therefore is not subject to Office of Management and Budget review under P.L.96-511.

Please contact Joe Williams, Browns Ferry Unit 3 Project Manager, at (301) 504-1470 if you have any questions regarding this request.

Sincerely, Original signed by Victor Nerses for Frederick J.
