/ Transmission System Projects Rugby-Sunbright Areas, Tennessee Update - January 2015 TVA evaluated each route using social, engineering, and environmental factors. Information sources included available data, aerial photography, limited onsite reviews, public review and comment, and property owner input. Based on public input and evaluation, the preferred locations are expected to have the least overall project impacts of the alternatives.

The new substation would be located in Rugby, Tennessee, and would connect to the existing Livingston-Huntsville 161-kV Transmission Line (substation location alternative number one). TVA would also build 7.25 miles of power line from the new Rugby Substation to Plateau ECs existing Sunbright Substation. The route selected was Alternative number one and consists of segment numbers. 1, 2, 3, 5, 8, 11, 12 and 14.

The line would consist of steel pole structures on 100-foot-wide right of way.

The National Environmental Policy Act review is expected to be completed by June 2016. Construction is scheduled to begin in spring 2017 on the substation and in summer 2017 on the power line. The project is scheduled to be complete in fall 2018.

Background - April 2014 TVA is considering improvements to its transmission system that will improve reliability in Morgan County.

TVA is proposing to build a new Rugby Substation and connect it to the nearby Livingston-Huntsville 161-kilovolt line. TVA also proposes to build six to nine miles of transmission line from the new Rugby Substation to Plateau Electric Cooperatives (Plateau ECs) existing Sunbright Substation.

TVA is considering several substation locations and 16 alternate line segments. The line would be built on steel pole structures on new 100-foot right of way.

TVA will hold an open house on April 3, 2014 to provide information, answer questions and receive comments about the proposed transmission project.

The project is expected to be in service summer 2017. Construction is scheduled to begin summer 2016.

(Dates are subject to change. During projects of this magnitude, unexpected issues may arise, resulting in the need to adjust the schedule.)

Environmental reviews The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize land requirements, private property impacts, and environmental impacts associated with this proposed project.

The map illustrates how each alternative route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.
