WITHDRAWAL OF PROPOSED LICENSE AMENDMENT (TS-305)

BROWNS FERRY NUCLEAR PLANT, Unit 2 (TAC NO. H82242)

By letter dated December 6,

1991, the Tennessee Valley Authority (TVA) sub-mitted an application to amend the operating license for Unit 2 of the Browns Ferry Nuclear Plant (BFN).

More specifically, TVA proposed to change the Technical Specifications (TS) for BFN, Unit 2 to permit extended operation with only one operable train of the Containment Atmosphere Dilution (CAD) system.

The existing limiting conditions of operation (LCO) of TS 3.7.G.3 requires TVA to shut down Unit 2 within 30 days if one of the two CAD system trains is inoperable.

At the time of its TS application, TVA was experiencing great difficulty in maintaining the "B" CAD tank operable due to excessive leakage.

It was anticipated that repairs to the "B" CAD tank would take considerably longer than the 30 days allowed by TS LCO 3.7.G.3.

However, after several weeks of intensive trouble shooting, TVA was finally able to identify and repair the leaks.

Consequently, TVA decided to withdraw its application of December 6,

1991.

TVA formally notified the staff of its decision to withdraw its application to amend the Unit 2 TS by letter dated March ll, 1992.

After reviewing TVA's

letter, the staff hereby acknowledges that the TS amendment request of December 6,

1991 is now considered withdrawn.

Enclosed is the Notice of With-drawal of an Amendment Request for the Facility Operating License of Unit 2 that the staff has filed with the Office of the Federal Register for publi-cation in the next available issue of the Federal
