WITHDRAWAL OF PROPOSED LICENSE AMENDMENT (TS-172)

BROWNS FERRY NUCLEAR PLANT (TAC NOS.

M48131, H48132, AND H48133)

By letter dated March 4,

1982, as subsequently modified by letters dated September 3,

1982 and January 6,

1983, the Tennessee Valley Authority (TVA) submitted an application to amend the operating licenses for the Browns Ferry Nuclear Plant (BFNP).

More specifically, TVA proposed to change the BFNP Technical Specifications (TS) to permit unit operation at reduced power with only a single recirculation loop in service.

However, due to the extensive delay since the proposed license amendment was submitted, and revised priorities at
BFNP, TVA decided to withdraw its application of March 4, 1982.

TVA formally notified the staff of this, decision by letter dated January 24, 1992.

Consequently, the staff concludes that TVA's.TS amendment request for BFNP, Units 1, 2, and 3, is withdrawn.

Enclosed is the Notice of -Withdrawal of an Amendment Request for the Facility Operating Licenses of Units 1, 2, and 3 that the staff has filed with the Office of the Federal Register for publication in the next available issue of the Federal Register.
