NO. 304 EMERGENCY DIESEL GENERATORS REQUIRED FOR PLANT SHARED SYSTEMS UNITS 1, 2, AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).

The proposed change addresses emergency diesel generator availability for the plant shared systems of Standby Gas Treatment and the Control Room Emergency Ventilation System. These proposed changes for Units 1, 2, and 3 are similar to those implemented on BFN Units 2 and 3 prior to restart of Unit 2. These previously approved changes were granted as Amendment 186 on Unit 2 and Amendment 150 on Unit 3, dated January 9, 1991, based on a TVA submittal (TS-283) dated July 13, 1990.

A description and justification for the proposed changes is provided in Enclosure 2. A determination of no significant hazards consideration is provided in Enclosure 3.

This change is being made in order to support Unit 3 restart. We request that these specifications be made effective 30 days after issuance.
