REASON AND JUSTIFICATION FOR PROPOSED CHANGES Reason for Chan es These proposed changes are administrative in nature and enhance the usability of the Technical Specification (TS).

These changes are being made to correct errors in previous TS submittals.

A detailed summary of the changes is provided in Enclosure 2 (Summary of Changes).

Justification for Chan es The TS tables describe instrumentation that must be operable when the system that the instrumentation initiates or controls are required to be operable.

The High Pressure Coolant Injection (HPCI) system provides core cooling for all line breaks which do not result in a rapid depressurization of the reactor

vessel.

This system will inject either condensate storage tank water or suppression pool water into the reactor under emergency conditions.

The fire detection systems provide an initiation function for automatically actuated fire protection systems.

The High Pressure Fire Protection (HPFP) systems provide protection from fire in designated areas of the plant.

These proposed changes to the BFN TS are administrative in nature and enhance the usability of the TSs.

The justification for each change is provided below in the order it appears in Enclosure 2.

A.

Change 1

Table 3.2.B (Instrumentation That Initiates or Controls the Core and Containment Cooling Systems) line item for "Condensate Heater Low Level" refers to an incorrect number.

The current TS for Unit 2 identifies the instrument that upon low water level in the condensate storage tank causes the high pressure coolant injection (HPCI) pump to automatically switch from the normal suction path, the condensate storage tank, to its alternate suction path the suppression pool as LS-73-55A and B when actually the instruments that perform this function are LS-73-56 A and B.

This change is required to correct this error and make the table agree with the as constructed status of the plant.

There is no change in the function performed by the instrument or the water level that the instrument causes the actuation.

Compliance instruments should be easily and readily identified for use in surveillances, maintenance and operator reference.

The current TS Table 3. 1 1. A (Fire Detection Instrumentation) describes de tec tion instrumentation associated with the Elevation 565 preac tion system.

The local panel number is incorrectly identified as 2-25-291, it should be identified as 2-25-286.

Panel 2-25-29 1 was associated with the fixed spray system.

The fixed spray system was removed from service as part of the Appendix R and National Fire Protection Upgrades performed on Unit 2.

This is an editorial correction that correctly identifies the local panel and has no affect on the system performance.

The current TS describes the detector type as "Smoke. "

Item 21 :

Two mechanical equipment rooms in the Unit 3 Diesel Generator Building are designated as A and B.

The current TS does no t identify them as such.

Item 25 :

The current TS table does not associate any panel associated with the contro 1 bay Elevat ion 5 93.

Smoke detectors are located in the Communications Battery/Board Room,

Notor Generator Sets, Battery Board Romm 2 and Battery Room 2'n the Control Bay Elevation 5 9 3.

These detectors are associated with local panel 2-25 -326.

Item 41 :

The detectors are cross-zoned such that various combinations of smoke and heat,

Table 3.2.B (Instrumentation That Initiates or Controls The Core and Containment Cooling Systems) is being revised for Unit 2 to identify the correct level switch that enables the High Pressure Coolant Injection System pump to automatically switch from the normal suction path, the condensate storage tank to the alternate suction

path, the suppression pool, upon low level in the condensate
system, storage tank.

Table 3.2.B identifies the instruments that perform this function LS-73-55A G

B when actually the instruments that perform the function is LS-73-56A G B.

Table 3.11.A (Fire Detection Instrumentation),

Item 4, describes detection and instrumentation associated with the Elevation 565 preaction system.

The local panel number is incorrectly identified as 2-25-291, it should be identified as 2-25-286.

Panel 2-25-291 has never been associated with the preaction system.

Panel 2-25-291 was associated with the fixed spray system.

This system was removed from service as part of the Appendix R and National Fire Protection Upgrades performed on BFN Unit 2.

Items 3, 4, 5, and 6 describe fire detection through the use of smoke detectors.

In addition to smoke detectors, heat detectors are also provided in these areas to actuate the preaction sprinkler system.

For better identification of the area protected, Item 21 should include "A G B" for the mechanical equipment rooms.

Item 25, panel number 2-25-326 was inadvertently omitted from this table.

Item 41, both heat and smoke detectors actuate the preaction sprinkler system, therefore, "or" is being replaced with "and."

Item 46, cable spray zoi:e D is also associated with panel 1-25-334, therefore, it is being added to the table.

These changes do not involve an increase in the probability or consequences of an accident previously evaluated.

They are being made to correct administrative errors in previous Technical Specification (TS) submittals and implementation.
