BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 The enclosure to this letter provides the NRC staff's safety evaluation of licensee conformance to Regulatory Guide (RG) 1.97, Revision 3, in response to letters from the Tennessee Valley Authority (TVA) dated October 15, 1990, and December 21, 1990.

These letters requested reevaluation of issues concerning instrumentation for reactor coolant system pressure, residual heat removal heat exchanger outlet temperature, primary containment isolation valve

position, emergency ventilation damper position, and neutron flux.

The enclosed safety evaluation supplements the evaluation provided to TVA by letter dated February 8, 1990.

The staff concludes that the licensee conforms with, or has adequately justified deviations from the guidance of RG 1.97, with the exception of neutron flux monitoring.

Implementation of qualified neutron flux monitoring capability can be deferred pending review of an appeal of this issue by the BWR Owners Group to the Director of the Office of Nuclear Reactor Regulation.
