The

NRC

SALP Board

has

completed its periodic evaluation of your BTowns Ferry

facility for the period of January

3,

1989 to March 31,

1990.

The results of

the

evaluation

are

documented

in the

enclosed Initial SALP Report.

This

report will be discussed

with you at the Browns Ferry site in a pubic meeting.

The performance

of your Browns Ferry facility was evaluated

in the functional

areas

of-shutdown operations,

radiological controls, maintenance/surveillance,

emergency

preparedness,

security,

engineering/technical

support,

and safety

assessment,/qua lity verification.

The previous

SALP appraisal

period

was

from March 1,

1984 to

May 31,

1985.

The

NRC chose

to defer the

SALP appraisal

process

during the June 1,

1985 to

January

2,

1989

period

pending

substantial

resolution

of the restart

activities of

Browns

Ferry

Unit 2.

The

normal

SALP appraisal

process

recommenced

oII January

3, 1989.

Normally the ratings

from the previous

SALP period are provided in the

SALP

report

summary section to provide

a basis for establishing

trends in licensee

performance.

The staff determined that

comparing

the

SALP ratings from the

1984 - 1985

assessment

period to the current assessment

period would have

been

of little benefit in establishing

a basis for trend

comparison.

The staff

chose

instead to provide

a written summary for the period from January

3,

1989

to June 30, 1989,

as

a basis for trending.

The

assessment

indicates

that

performance

in all areas

met

or

exceeded

regulatory

requirements.

In addition,

improving performance

trends

were

noted

in the

areas

of Maintenance/Surveillance,

Emergency

Preparedness,

and

Safety Assessment/guality

Verification.

Radiological Controls

was

a signifi-

cant strength at the site.

Although the

SALP is positive,

the existing high level of management

attention

should

be

continued

in all areas

to ensure

safe

startup

and operation

of

Unit 2.

This is discussed

further in the body of the

SALP report.

In the,functional area of Maintenance

and Survei llance, the staff notes that

there

has

been significant and notable

improvements in the maintenance

area at

Browns Ferry.

However, the assessment

period indicated continuing problems

with the licensee's ability to correct long-term deficiencies

in its sur-

veillance program involving unclear, difficult-to-use procedures

and insuffi-

cient attention to detail

by personnel

performing procedures.

Program

changes

have

been instituted but demonstration

of significant and sustained

progress

in

this area

was not evident when-the assessmwt

period ended.

The evaluation of

licensee's

performance

in the area of modifications is also part of this

functional area.

We noted the appraisal

by site management that modifications

still require considerable

management

attention

due to poor performance

in both

the quantity and ouality of work output.

We believe that continued

improveaznt

fn these

areas

(surveillances

and modifications) is needed,

and will be a key

factor of NRC's plannea operational

readiness

assessment.

Any comments you have concerning

our evaluation of the performance of your

Browns Ferry facility should

be submitted to this office within 30 days

following the date of our meeting.

These

comments will be considered

in the

development of the Final

SALP report.

Your comments

and

a summary of our

meeting will be issued

as

an appendix to the Fi'nal

SALP report.
