SUBJECT:

IIITERRELATED SAFETY SYSTEM DEPENDENCIES On May 4, 1990, the NRC Project Manager (PH) for the Browns Ferry Nuclear Plant (BFN) delivered a blank dependency matrix of safety-related loads supplied by the emergency diesel generators (EDG) and emergency batteries to the Tenneessee Valley Authority (TVA) office in Rockville, Maryland.

At that time, the PH informally requested TVA Licensing for BFN to complete the subject dependency matrix in order for the NRC staff to evaluate the EDG configuration needed to support Unit 2 operations.

The NRC staff is interested in better understanding the dependencies among loads supplied by the six EDGs required to be operable by Technical Specifications for BFN, Unit 2 (assuming only Unit 2 is in operation).

In particular, our concerns lie in ascertaining if any anomalous vulnerabi lities exist within the interrelationships of safety systems supplied by the EDGs and their associated support systems.

In addition, the staff is also interested in the dependendcies among safety-related loads supplied by the emergency batteries.

A dependency matrix, such as the one provided to TVA, is considered an acceptable method for illustrating the way systems are interrelated.

In a conference call with TVA Licensing on May 21, 1990, the staff provided further clarifications regarding the information necessary from TYA to complete the dependency matrix of Hay 4.

Both the staff and TVA came to a consensus during this conference call as to the content and form of a dependency matrix the staff would find useful in its subsequent evaluation.

The purpose of this letter is to followup the aforementioned telecon with a formal request that TVA submit to the NRC a completed dependency matrix, or equivalent, as was agreed upon on May 21.
