This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

E.

H. Girard

on

December

11-15,

1989;

January

8-12

and

22-26,

1990

and

February 9,

1990.

The inspection

included

a review of activities authorized

for your

Browns Ferry facility.

At the conclusion of the inspection,

the

findings were

discussed

with those

members

of your staff identified in the

enclosed

Inspection Report.

Areas

examined

during

the

inspection

are identified in the report.

The

inspection

was

performance

based

and consisted

of observations

of equipment

conditions

and in-process

maintenance-related

activities,

reviews of records

and procedures,

and interviews with personnel.

The inspection findings are

summarized

in the Executive

Summary of the report.

In general,

the findings

show that

both your

maintenance

program

and its

implementation

are satisfactory.

This is

a qualified rating,

however,

as

Browns

Ferry

has

not operated

in almost five years

and its

maintenance

capability to support operation could not be directly assessed.

Another factor

which may have negatively affected our evaluation is the extensive modification

work you had in progress.

Noteworthy strengths

in your maintenance

program and

its

implementation

were the techinical

support that

management

has

provided

through

System

Engineering

and

the

application

of 'Pr obabilistic

Risk

Assessment.

Your attention is invited to the weaknesses

identified in the

report.

In particular,

weaknesses

relative

to

deficiency

tagging,

communications,

drawing discrepancies,

coordination of work control,

parts

delays,

and

your large

backlog

of maintenance

requests

should

receive

attention.

The inspection findings indicate that certain activities appeared

to violate

NRC requirements.

The violation, references

to pertinent

requirements,

and

elements

to be included in your response

are described

in the enclosed

Notice

of Violation.

In accordance

with

10 CFR 2.790(a),,a

copy of this letter

and its enclosures

will be placed in the

NRC Public Document
