SUMMARY
OF MEETING MITH TENNESSEE VALLEY AUTHORITY HELD ON FEBRUARY 13, 1990 TO DISCUSS THE BROMN FERRY NUCLEAR PLANT UNIT 2 CABLE INSTALLATION PROGRAM (TAC 00421)
On February 13, 1990, the staff met with the Tennessee Valley Authority (TVA or the licensee) at the NRC offices in Rockville, Maryland to continue discussions and to reach agreement for resolution of the Browns Ferry cable installation issues.
A list of attendees is attached as Enclosure 1.
Enclosure 2 provides TVA's handouts used in its discussions with the staff.
This meeting was a follow-up of previous meetings between NRC and TVA held on Decembr 18, 1989 (Meeting SuIIIIary dated December 22, 1989),
and January 18,,
1990 (Meeting Summary dated January 29, 1990).
At the meeting, TVA presented a revised test program incorporating the staff comments resulting from the January 18, 1990 meeting.
TVA provided a review of the ranking procedure by which conduits are selected for-testing and a
review of the confirmatory test program.
TVA stated that the conduit walkdown will note the actual conduit installation details and these details will be reflected in the calculation of the sidewall bearing pressure.
The staff concurred, with the test program proposed in Enclosure 2, subject to the following conditions:
1.
TVA will obtain NRC approval for any test which cannot be conducted on a flooded conduit.
NRC will reserve the right to substitute or require additional conduits to be tested if a wet test cannot be conducted on all conduits in the initial sample.

During the test, the conduit will be maintained in a flooded condition to the extent practical.
No attempt will be made to drain the conduit prior to taking measurements.
TVA will review the test procedures to assure conformance with the above.

TVA will notify the NRC as to when the conduit walkdown will be done.
TVA agreed to comply with the above staff requests.
