1989 TO DISCUSS THE BROWNS FERRY NUCLEAR PLANT, UNIT 2, CABLE INSTALLATION PROGRAM (TAC 00421)

On December 18, 1989, the NRC staff met with the Tennessee Valley Authority (TVA or the licensee) at the NRC offices at Rockville, Maryland to discuss TVA's cable installation issues for Browns Ferry Nuclear Plant (BFN), Unit 2.

A list of attendees is attached as Enclosure l.

Enclosure 2 provides TVA's handout from its discussion of the resolution of cable installation issues at BFN.

TVA provided a review of the status and scope of the cable installation resolu--

tion program at Browns as outlined in its three submittals dated July 18,

1988, September 29, 1988 and June 19, 1989.

The intent of the meeting was to discuss recent cable damage discoveries at the Watts Bar site and their effect on pro-posed resolution of this issue at Browns Ferry.

TVA proposed a revised approach to issue resolution not previously provided the staff in the above cited submittals.

The proposed approach'is outlined in the attached enclosure and includes selective testing together with analyses using revised acceptance criteria.

The staff provided the following specific comments on TVA's proposed action:

1.

"Hi-Pot (Ory) Testing" - Proposed voltage should bound those previously used by TVA.

2.

TVA will need to sufficiently justify the use of "Hi-Pot" testing based upon their prior submittals on this subject.

Also, the staff indicated that the dry testing results most likely would not provide adequate justification on the acceptability of cables and that wet testing would be more appropriate.

3.

A polarization index must be included in the "Hi-Pot" testing accept-ance criteria.

TVA needs to provide a strong basis for its assumption that all threshold values for conduit-fill, conduit length, number of pull-bys and number of cables pulled must be exceeded before it is assumed that calculated sidewall pressures would exceed allowable values.

TVA needs to determine, based upon Item 4 above, whether )ts Sgquoyah analyses are still bounding based upon the Watts Bar endings.

TVA also needs to document their bases for selecting only cables in three conduits for testing under this program as opposed to fifteen tested previously under the Sequoyah program.

TYA indicated that it would take the above comments into consideration and that a subsequent meeting or telephone conference call would most likely be needed to provide the staff with status of resolving these concerns.
