OF THE JANUARY 30, 2018, U.S. NUCLEAR REGULATORY COMMISSION CATEGORY 1 PUBLIC TELECONFERENCE TO DISCUSS NUSCALE POWER, LLCS TECHNICAL SUPPORT CENTER FUNCTIONS On January 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public teleconference with NuScale Power, LLC (NuScale) to seek clarification on NuScale Technical Support Center (TSC) functions in light of NuScales response to the NRC staffs Request for Additional Information No. 8925 (Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML17264B172). One member of the general public participated during the meeting.

SUMMARY
OF THE JANUARY 30, 2018, CATEGORY 1, PUBLIC TELECONFERENCE TO DISCUSS NUSCALE POWER, LLCS TECHNICAL SUPPORT CENTER FUNCTIONS On January 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the NuScale Power, LLC (NuScale) staff to seek clarification on NuScale Technical Support Center (TSC) functions. This topic is associated with the review of NuScale Design Certification Application, Final Safety Analysis Report, Chapter 13, Conduct of Operations, Section 13.3, Emergency Planning, and also related to NuScale response to the staffs Request for Additional Information (RAI) number 8925, Question 13.03-2. The meeting started at 1:00 p.m. Eastern Standard Time (EST) and ended at 1:24 p.m. EST, and was conducted via a teleconference. Attendees for this meeting are listed at the end of this summary. One member of the public attended the meeting.
The NRC staff sought clarification as described below:
The regulatory requirements for a TSC are found in Title 10 of the Code of Federal Regulations (CFR), Section 50.47(b)(8), subsection IV.E.8 to Appendix E of 10 CFR 50, and 10 CFR 50.34(f)(2)(xxv).
NuScales response to RAI 8925, 13.03-2, iii, noted that, If the TSC becomes uninhabitable, the plant management function is transferred to a location designated by the emergency plan (COL Item 13.3-3).
The markup for Tier 2, Section 13.3, page 13.3-1 of the NuScale Final Safety Analysis Report states the following:
A technical support center (TSC) is provided, compliant with the design requirements of NUREG-0696, Functional Criteria for Emergency Response Facilities, and In the event of a loss of ventilation, or if the TSC becomes otherwise uninhabitable, personnel are evacuated and the TSC function is transferred to a location designated by the emergency plan (COL Item 13.3-3)
The NRC staff needs to understand if all of the TSC functions as specified by Evaluation Criterion H.1 of NUREG-0654/FEMA-REP-1, Revision 1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants; Criterion 8.2.1.a of Supplement 1 to NUREG-0737, Clarification of TMI [Three Mile Island] Action Plan Requirements; and NUREG-0696, Functional Criteria for Emergency Response Facilities, Section 2.1 Function, (in addition to the plant management function) would be performed if the TSC was required to be evacuated due to habitability issues.
2 In response, NuScale stated that by TSC function mentioned in the response to RAI 8925, Question 13.03-2(iii), NuScale means all TSC functions, that this was an oversight, and that the RAI response should have specified this more clearly. NuScale will revise the sentence before last of the second paragraph of FSAR Tier 2, Chapter 13, Section 13.3, Emergency Planning, to read...TSC functions are... NuScale stated that this would be reflected in the next revision of the DCA scheduled for submission in March of 2018.
Ms. Sarah Fields, a member of the public, commented that while the meeting summary captures what is discussed and understood in this meeting, it is important that the licensing documents are clear and consistent. The NRC staff agreed and reiterated that the staff reviews an application against applicable regulations to ensure compliance. The NRC staff further stated that NuScale Combined License Item 13.03-3 is written clearly and has a citation of all applicable regulations that the staff would use in this case.
