ATTACHMENT PROPOSED AGENDA ITEMS FOR NRC/TVA ELECTRICAL SEPARATION MEETING BROWNS FERRY NUCLEAR PLANT UNIT 2 The following issues have been generated by the staff in its review of the electrical separation submittal dated June 9, 1989.

These issues were pre-viously conveyed to TVA site licensing personnel during the week of August 22, 1989.

It is our understanding that the licensee will be prepared to discuss these questions on'September 6 and 7, 1989 at the Browns Ferry site.

The following questions all refer to the TVA submittal on electrical separation dated June 9, 1989.

1.

There is no discussion about effects of all external

hazards, only pipe whip and jet impingement.

Please be prepared to discuss.

2.

There appears to be no 'discussion on when decisions will be made on the appropriate corrective actions i.e., either reroute, install redundant protective devices, or analyzers Please be prepared to discuss.

3.

Division V3 cables - Were they looked at during field walkdown for ampacity and Appendix R cables'f not, then please be prepared to discuss the basis for excluding them.

4.

Section 4.4.3.3 - Please be prepared to justify the acceptability of using overcurrent trip circuit or ground fault relays instead of using double breakers or fuse combinations.

5.

Attachment 3 - From the discussion, it is not clear why the following discrepancies are not considered safety significant:

If not, then please be prepared to justify.

Please be prepared to confirm that when identifying the redundant functions. all cables required by the support equipment, power, cooling water system, etc.
