An NRC team inspection
was conducted
February
27 through March 10,
1989 to
review the implementation of the Browns Ferry Nuclear Plant
(BFN) Design Base-
line and Verification Program
(DBVP) at TVA's Engineering Offfces in Knoxville.
During the inspection,
the
NRC team reviewed the status of open items from the
first and second
NRC team inspection of the DBVP,
a sample of engineering cal-
culations,
design
change control documents,
and configuration control drawings.
The
NRC team also interviewed cognizant
TVA personnel
about TVA's implementation
effort of the
BFN DBVP.
The
NRC team noted
no significant deviations
from the requirements
of the
DBVP.
Most of the'deficiencies
noted during this inspection were previously
fdentiffed by TVA and the associated
corrective actions
were tracked
by the
DBVP punchlist report.
Therefore,
the
NRC team concludes that, in general,
TVA is adequately
implementing the
BFN DBVP for those essential
systems
required to safely shutdown the plant.
Upon successful
completion of the
DBVP, the
NRC team concludes that the plant configuration will be fn
conformance with the design basis.
The staff plans to verify successful
implementation of the
DBVP through
a vertical slice inspection
when the
BFN restart activities are fn the final stages
of completion.
Also, the
staff wi 11 evaluate
the reconstituted
design basfs against licensing
criterf a.
The
NRC team was also able to close
31 items left open after the ffrst and
second
NRC team inspection.
However, the
NRC team identified several
items
that
TVA needs to address.
The enclosed
inspection report details the scope, objectives,
and ffndfngs
of the
NRC inspection
team and identifies the areas
examined 'during the
fnspection
(Enclosure 1).

in Section 3, Summary, of the Inspection Report.
Your response
for these
items is requested within 30 days of receipt of this letter.
The responses
directed
by this letter and fts enclosure
are not subject to
the clearance
procedures
of the Office of Management
and Budget as required
by the Paperwork Reduction Act of 1980,
