The purpose of this letter is to provide additional information as discussed in Reference 1 for BFN TS 265T, Control Room Habitability, which was initially submitted to NRC on February 14, 1989.

The initial submittal (Reference 2) requested to allow operation of'FN Unit 2 through cycle 6 with the Control Room Emergency Ventilation System (CREVS) not meeting its. design basis of zero inleakage through the ductwork as stated in the.BFN Final Safety Analysis Report (FSAR).

During the telecon (Reference 1), NRC requested ';that BFN provide additional information concerning control room operator andtechnical support center (TSC) personnel doses as related to 10 CFR 50, Appendix A, GDC 19 following a loss of coolant accident (LOCA), rod drop accident, and main steam line break.

BFN determined that for the accidents considered in reference 3, (e.g., LOCA, Rod Drop, and Main Steam Line Break) the control room operator and TSC doses are bounded by the LOCA.

U.S. Nuclear Regulatory Commission JUL i.4 1989 Reference 4 determined that the doses to the control room operators and TSC personnel are within the 10 CFR 50, Appendix A, GDC 19 limits. These doses were calculated to be 0.2 rem gamma whole body, 2.0 rem beta, and 6.2 rem thyroid.
