This
refers
to
the
Nuclear
Regulatory
Commission
(NRC)
special
reactive
inspection
conducted
by
W.
C.
Bearden
on
February
20 - March 22,
1989.
The
purpose
of this inspection
was to evaluate
the conditions
which led to your
identification that the discharge
flow path for portions of the safety-related
Emergency
Equipment Cooling Water System were not properly designed
as Seismic
Class I.
At the conclusion. of the inspection,
the findings were discussed
on
March 22,
1989, with those
members
of your staff identified in the enclosed
inspection report.
Areas
examined
during
the
inspection
are identified in the report.
Within
these
areas,
the inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews
with personnel
and 'observation
of
activities in progress.
The inspection
findings indicate that certain activities
appeared
to violate
NRC requirements.
The violations,
references
to pertinent
requirements,
and
elements
to be included in your response
are described
in the
enclosed
Notice
of Violation.
As discussed
in the inspection
report
we are
concerned
about
the
number of
problems that have
been identified with your
system for identifying and correc-
ting conditions
adverse
to quality.
We
are especially
concerned
that your
commitments
to strengthen this area,
made in response
to
NRC Order
EA 85-49,
do
not appear tc have
been effectively implemented.
In light of this,
we request
a
mangement
meeting with you in which we request that you be prepared
to discuss
your perception of these
problems
and any steps that you are taking or plan to
take to improve this area.
