This refers

to the Nuclear Regulatory

Commission

(NRC) special

reactive

team

inspection

conducted

by

D.

RE Carpenter

on January

4-12,

1989, at your Browns

Ferry facility near

Decatur,

Alabama.

The purpose

of the inspection

was to

evaluate

the conditions

which led to your initiating and partially carrying

out

the

Browns

Ferry

Unit

2

core

reload

without

adequate

core

neutron

monitoring.

A't the conclusion

of the inspection

the findings were discussed

on

January

13,

1989 with those

members

of your staff identified

in

the

enclosed

inspection report.

Your loading of fuel without adequate

core neutron monitoring is considered

to

be

a potential

unreviewed safety question,

which resulted in part,

from failure

to properly

implement

administrative

procedures

associated

with 'the

10 CFR 50.59

process

and failure to provide

for

adequate

review of fuel

loading

procedures.

These

issues

are

under

consideration

for escalated

enforcement

action.'ccordingly,

a Notice of Violation is not being

issued

at this time,

and

no reponse

is required.

Please

be advised that the characterization

of the

violations described

in this report

may

change

as

a result of further

NRC

review.

You will be

advised

by separate

correspondence

of the results of our

deliberations

on this matter.

In

accordance

with Section

2.790 of the

NRC's

"Rules of Practice,

"Part 2,
