NO. 260-CORE SPRAY SYSTEM <3.5.A.5)

AND UNIT 2 TECHNICAL SPECIFICATION NO. 261-T TABLES 3.2.A AND 3.2.B This letter supercedes our letter dated October 14, 1988 in which TVA inadvertently omitted the

$ 150 amendment fee as required by 10 CFR 170.12 and failed to include a signature under "oath or affirmation" as required by 10 CFR 50.30(b).

Please replace the October 14, 1988 letter with this letter.

TVA regrets any inconvenience this omission may have caused.

In accordance with the provisions of 10CFR50.4 and 50.90, we are submitting a

request for amendment (TS-260) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TS for units 1, 2, and 3 and temporarily amend unit 2 TS (TS-261-T) license DPR-52 (enclosure 1).

NRC Generic Letter 84-23, dated October 26, 1984 discussed some problems NRC identified pertaining to the Reactor Vessel Level Monitoring System which was installed in many BNR plants.

In evaluating this concern, TVA subsequently committed to move the reactor vessel water level reference column outside the drywell prior to BFN unit 2 restart.

In recent discussions with NRC, it was agreed that the subject modification be completed prior to BFN unit 2 fuel load.

In order to support this schedule, TVA is requesting your approval of the enclosed proposed Technical Specifications.

Proposed TS 260 amends the Limiting Condition f'r Operation (LCO) section 3.5.A.5 which requires specific conditions to be met when various work, involving the reactor vessel, is being performed.

Proposed TS 261-T temporarily amends the unit 2 Tables 3.2.A and 3.2.B to allow specific reactor low water level instruments to be out-of-service during that time the Reactor Vessel Hater Level Monitoring System modification is being performed.
