As a part of the overall TVA commitment in the Corporate Nuclear Performance Plan for improvements in our management systems and programs, work was initiated to standardize the corrective action program for all Office of Nuclear Power (ONP) organizations to enhance TVA's performance in the identification and dispositioning of conditions adverse to quality (CAQs).

The initial phase of this effort has been completed through the issuance of our new generic CAQ procedure, a copy of which is enclosed for your review (enclosure 2).

This procedure represents the culmination of efforts by the Division of Nuclear Quality Assurance (DNQA) aimed at fulfillingthe requirements of NRC Order EA 85-49 as promised in the Corporate Nuclear Performance Plan and amplified in our letter dated July 2,

1986, on this subject.

This procedure provides a practical means of resolving quality problems head on and solving them in a straightforward manner.

Also enclosed (enclosure

1) is the list of commitments made by this letter.

The generic procedure entitled, "Corrective Action," has been incorporated in Part I, Section 2.16, of the Nuclear ualit Assurance Manual.

As described below, it provides an effective device for processing CAQs arising anywhere in the TVA nuclear power program, whether it be in engineering, construction, or operations.

This integrated approach supersedes our previous EA 85-49 commitments.

Following is a bullet summary of the program's prominent features:

STANDARIZED APPROACH The Condition Adverse to Quality Report (CAQR) combines reporting of items previously done on many different forms.

STREAMLINED PROCESS - A clear sequence of coordinated actions with procedurally designated quality assurance (QA) involvement and management oversight.

The corrective action program described above was issued on November 10, 1986.

An extensive training and employee awareness program was simultaneously launched and is scheduled to be completed for all plants by March 30, 1987.

However, priority efforts are underway for Sequoyah Nuclear Plant and the program was implemented there on February 23,

1987, in support of restart.

With the implementation of this program, our position is that TVA meets the required performance improvements delineated in NRC Order EA 85-49.
