at the

May 28,

1986.

This meeting

concerned activities authorized

by

NRC Operating

License

Nos.

DPR-33,

DPR-52

and

DPR-68 for the

Browns Ferry

facilities.

The

meeting

related

to

a

breakdown

in

management

control

for

assuring quality.

Our concerns

about violations of regulatory

requirements

and

a

breakdown

in

management

controls

were

expressed

to you at the meeting.

We" acknowledge

your

recognition that

a management

breakdown occurred

and that organizational

changes

to correct the problem began last year.

We anticipate

these

changes will bring

with them

a

change

in attitude

toward compliance with regulatory

requirements.

We will evaluate

the effectiveness

of your corrective

actions

during future

inspections.

The

seven

issues

relating to the

management

breakdown

are

under consideration

for escalated

enforcement action.

Accordingly,

no Notice of Violation is being

issued

at this time.

No response

to these

items is required.

However,

please

be advised that the

number

and characterization

of these violations

may

change

as

a result of further

NRC review.

It is our opinion that this meeting

was beneficial

and has provided for a better

understanding

of inspection findings and enforcement

issues.

In accordance

with

Section

2.790 of NRC's

"Rules of Practice,"

Part 2, Title 10,

Code of Federal

Regulations,

a

copy of this letter

and the enclosures

will be placed

in NRC's

Public Document

Room.

Should

you
