ELECTRZC STATZON FZNAL REPORT OF ZNSULATZON DAMAGE TO WZRZNG ZN CONTROL ROOM ZNSERTS 72C and 73C ERs 100450/100508 FZLE 840-4 PLA-433 Dear Mr. Griers This serves to infozm the Commission of a condition which relates to insulation damage to wiring in Control Room Znserts 72C and 73C which are part of the Plant Operating Benchboard OC653 (GE H12-P853) used in the offsite power system and standby diesel generator circuit breakez controls.

The condition, along with its safety implications and the corrective action taken are summarized in Attachment 1 to this letter.

The condition was initially evaluated by our NSSS supplier, General Electric, and determined by GE to be not reportable (Ref. Attachment

2) under 10 CFR Part 21.
However, based upon subsequent evaluations by PPaL's architect engineer,
Bechtel, and PPSL's Nuclear Plant Engineering staff, PPII'L has concluded that the condition should be reported undez the provisions of 10 CFR 50.55(e).

As noted in Attachment 1, the subject inserts were returned to GE-San Jose, the manufacturer, where they were completely rebuilt to correct the deficient condition.

Following remanufacturing, the inserts were returned to the SSES site where deficiencies, other than those which lead to the dismantling and rebuilding of the 72C and 73C insezts, were discovered.

The new deficiencies were evaluated by General Electric and repozted by GE under the terms of 10 CFR Part 21 and were subsequently evaluated and reported in PPGL letter PLA-425, dated November 28, 1979 under the provisions of 10 CFR 50.55(e).

Mr. Boyce H. Grier December 17, 1979 PP&L's evaluation of the subject deficient condition was protracted because of its conflicting viewpoint with that of General Electric's.

This report therefore concerns conditions which occurred chronologically before the condition which was reported earlier in PLA-425, dated November 28, 1979.

Also, since the details of this report provide information relevant to the reporting recyirements of 10 CFR Part 21, this correspondence is considered to also discharge any formal responsibility PP&L may have for reporting in compliance thereto.
