Dear Mr. Sells:
Please refer to our letter PLA-190 dated August 29, 1977 with attachments which -indicated our proposed program for chemical usage during cleaning,
- testing, and flushing operations.
This program was approved by NRC by letter of September 16, 1977.
There has been no change in our proposed program;
- however, the staff may have construed the letter to indicate that no discharge would occur from the S-1 pond,to which testing and flushing water wastes are directed.
As a result of sedimentation in the pond from site rainfall runoff discharge does occur from the S-1 pond after rainfall.
This condition was brought to the attention of the PA Dept. of Environmental Resources.
Their response was that monitoring should be performed at the S-1 outfall when discharge occurs.
We will continue operation in this regard in accordance with our NPDES permit unless we. are advised differently by you.
