You requested an extension beyond the August 21 closing date to October 21.

r Your letter indicates that SEDA is an A-95 clearinghouse.

However, we find that the Luzerne County Planning Comnission'nd the Economic Development Council of Northeastern Pennsylvania are designated in OMB Circular A-95 as

'the appropriate clearinghouses for Luzerne County, in which the plant site is located.

Both of.those organizations, as well as the State Clearinghouse,

. received copies of the DES.

Nevertheless, we recognize that your organization serves.one or more counties near the site w'hich may have an interest in the project.

Our regulations pro- 'q vide for a 15-day extension upon request. and we will therefore extend the closing date to,September 5.

However, the preparation of our Final Environmental Statement (FES) is expected to require about two months and we can include your comments if they are received by October 21'. If the FES does not include re-sponses to the comments, we will endeavor to have them available at subsequent

.hearings by the Atomic Safety and Licensing Board.

I hope you will find the above arrangement satisfactory.
