This amendment contains Revision 8 to the Susquehanna Steam gl ectrf c Station Ff nal Safety Analysi s Report consisting of two (2) ffgtr'res which you consider proprietary information.

Also fncl uded wfth the application was an affidavit furnished by the Ceneral Electric Company, dated Parch 23, 1979.

The application and affidavit requested that the+. figures be withheld from public di scl osure pursuant to 10 CFR 2. 790.

The reasons for requesting our withholdfng were that the figures provide information on fuel enr fc blent and gadol ini a distr ibutfon within the fuel assembl ies, which have resul ted from the design effort by General 8 ectric i n the use of gadol inf a. as a burnabl e poi son.

The design and anal ysi s information are part of the Ceneral El ectrf c technol og ical base which is sold in the form of 1 icensee agreements.

The precise value of these analyses is difficult to identify relative to the total value of the license agreement.

The value of thi s fnformatf on would be 1 ost to Ceneral El ectr fc if ft were released to the public.

The informati o f>as been held in confidence by General

Electric, no public disclosure of it has been
made, and it is not available in public sources.

Release of ts information to the public, would therefore cause a substantial harm tq'the competitive position of Ceneral 0 ectric.

Me also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position.

Accordingly, we have determined that the information should be withheld from public disclosure.

Me, therefore, approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the figures submitted=with Revision 8 to the Susquehanna Steam Electric Station F'inal Safety Analysis Report from public inspection as proprietary.

Withholding from public inspection shall not affect the right, ifany, of persons properly and directly concerned to inspect the documents.

If the need arises, we may send copies of this information to our consultants working in. this area.

We will, of course, 'assure that the consultants have signed the appropriate agreements for handling proprietary data.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
