Dear Mr. Grier:

This serves to'confirm PPsL's verbal report of June 14, 1979 which advised of damage sustained by safety-related cables during cable pulling activities.

The condition, which was initially identified to the Commission as having the potential for being reportable under the provisions of 10CFR 50.55(e)r has been evaluated.and is considered to be reportable because the use of appzoved Bechtel specifications, procedures and installation practices has led to a significant number of cables of indeterminate quality and damaged cables-primarily, for cables which have been pulled through imbedded conduit.

Had the conditions gone undetected, the failure of cablesr such as the following affected cables which provide DC control power to the ESS 4.16 KV Switchgear, ESS 480 Volt Load Center, ESS Relay Panel, Diesel Generator Panelsr DC Motor Operated HPCI Pump Discharge Valve, etc., could have affected the safe operation or shut down of the plant.

CORRECTIVE ACTION TAKEN:

The difficulties associated with cable pulling activities and the damage to cables have'been documented on PPGL Deficiency Report DR 0096, dated June 12, 1979.

To preclude additional cables from being damaged or classified as indeterminate, pp&L, in conjunction with DR 0096 issued a Stop Work on June 14, 1979.

On June 14, 1979 Bechtel QA issued" MCAR-1-35 reiterating cable 'pulling problems and providing additional examples of deficiencies and references to open.NCRs.

Mr. Boyce H. Grier July 17, 1979 On June 26, 1979, PP&L authorised a temporary release allowing Bechtel to resume cable pulling under specified constraints.

Cable pulling, which proceeded under the temporary release, was accomplished without the occurrence of further deficiencies.

Therefore<

based upon the corrective action which Bechtel had implemented in response to PP&L DR0096, the pp&L Nuclear Quality Assurance Section released the Stop Work Action via PLB-10125, dated July 17, 1979.

All aspects of the deficiencies and dispositioning of the nonconforming (indeterminate) cables are under investigation by Bechtel. It is anticipated that Bechtel's review and recommendation will be available by October 1, 1979.

Based upon the above time table, PP&L anticipates submitting its final definitive report by December 1, 1979.
