Dear Mr. Grier:
This serves to confirm and update the status of a deficiency related to Circle Seal Model J-69B solenoid valves reported to you by PLA-336.
This deficiency has been determined to be reportable under the provisions of 10CFR50.55(e).
The problem with the solenoid valves was identified at a vendor's facility during the testing of non-safety related dampers.
It was determined that diodes with a temperature rating below the reguired service temperature were used in the solenoid valve coils.
During excitation the diodes would rapidly reach their point of failure thus making the solenoid valve inoperable.
The safety implications arise from the fact that Circle Seal also supplied solenoid valves for safety-related service with the identical coil design.
Failure of certain of these valves could have disabled safety systems used for the safe shut down of the plant.
The defective solenoid valves are being controlled in accordance with the Bechtel procedure for nonconforming items as reported in PLA-336. It is anticipated that a final definitive report on this deficiency will be submitted by July 1, 1979, Very truly yours, ui4J N.
