Dear Mr. Grier:

This relates to a deficiency which Cooper<<Bessemer had reported to the Commission on November 3, 1978 under the provisions of 10CFR Part 21.

The report stated that Cooper Energy Services, supplier of the emergency standby diesel-generators for SSES, had, during performance testing of engines similar to those or SSES, found that the surface of a roller pin in a crosshead assembly had exhibited abnormal wear.

Zt was further stated that, though no engine shutdown nor malfunction had been experienced, it was felt thatr for longer Periods of engine oPeration, the abnormal wear condition could prcgress far enough to cause the engine to malfunction.

Although C.E.S.

had reported the condition on November 3, 1978r, it was not until April 25, 1979, when NRC Resident Znspector R. M. Gallo grovided A. R. Sabol, pp&L, a copy of the C.E.S. report, that ppaL Susquehanna project personnel became aware of the eport.

Therefore>

since the reporting responsibility under 10CFR Part 21 has already been discharged by C.E.S.,

PPSL recognizes its remaining responsibility for evaluating the condition under the terms of 10CFR 50.55(e).

Based upon the C.E.S. report, we conclude that the deficiency has potential for reportability and consider the details of the C.E.S. report to serve as an interim report in sati.sfaction of the provisions of 10CFR 50.55(e).

However, we intend to further evaluate the safety impact of the deficiency
