Dear Mr. Grier:

This serves to confirm information provided to NRC Inspector R. Gallo on 2/27/79 and zelates to a deficiency potentially reportable under the provisions of 10CPR50.55(e).

The deficiency concerns coax cable (Raychem Part 10483) purchased to Bechtel Specification 8856-=--131 rom Raychem Corporation.

Reels 1-Q09-3, 1-Q09-4 and 1-Q09-8 were found, during the cable cutting process, to have sections which exhibited bubbles in the second insulation (clear colored, cross linked polyolefin).

The defects were 'arge enough to be clearly disce nable through the outer jacket.

The first insulation (white'olored, polyarylene polymer) was noted to be missing throughout the sections of cable containing said defects.

Xn addition to the cable received thzough direct procurement fzom Raychem, s~ar Raychem coax cable types, which basically utilize the same manu actur-ing process, have been utilized by Westinghouse Elect ic Corporation as par of the Specification 8856-'135 elect. ical penetrations and General Electric Company as part oz the M-1 PGCC/ACR System for SSZS.

Bechtel Nonconformance

Report, NCR 3447 has been applied to the three (3) reels of Raychem coax cable.

The ecuipment suppl'ed by Westinghouse and G.E. will be investigated or defects similar to those ound in the "eels of cable and any additional nonconzorming condons wi'1 be documented and cont oiled by Bechtel Cons"mction Quality Cont ol.
