description of the FitzPatzick Advanced Technical Training program.

Bayne, dated December 11, 1984, transmitted a safety evaluation of the FitzPatrick Advanced Technical Training Program.

Dear Sir:

i Reference 1 requested information concerning engineering expertise on shift at the FitzPatrick plant.

The Authority has implemented a program to combine the Shift Technical Advisor and Senior Reactor Operatorl(SRO) in a dual-role.

The SRO is provided with advanced technical, training.

A detailed descziption of the current tzaining progzam is attached.

It is essentially the same as the program described in Reference 2 and approved by the NRC in Reference 3.

l The original program was conducted by the Memphis State University Center for Nuclear Studies.

However, Memphis State University has terminated its program.

The Authority then contracted with the State University of New York (SUNY) to conduct the current program for,FitzPatrick.

Both the original and current programs.

when combined with training provided for an SRO license, essentially constitute the equivalent technical portion of a Bachelor's Degree.

The 13 courses provided under the State program are the same as those provided in the Memphis program.

Both programs consist of 540 contact hours of instruction and an additional 540 hours0.00625 days <br />0.15 hours <br />8.928571e-4 weeks <br />2.0547e-4 months <br /> of structured self-study.

The State program consists of 48 credits as opposed to 41 credits in the Memphis program.

This difference is attributed to

.administrative diffezences between the two institutions, not differences between the programs.

The project courses originally'a part of. the Memphis program have been eliminated in the State program.

Under separate

cover, the Authority will submit a request foz changes to the Technical Specifications to clarify the use of individuals in a dual-role capacity.

Since some shifts will use a

separate STA, the proposed Technical Specifications would also preserve this option for the Authozity.
