Philadelphia Electric Company Response to NRC Generic Letter 86-04, dated February 13, 1986

Dear Mr. Bernero:

On February 13, 1986, the NRC issued Generic Letter 86-04 titled, "Policy Statement on Engineering Expertise on Shift".

The generic letter requested information be provided to the NRC regarding the Philadelphia Electric Company's (PECo's) position and plans for the Shift Technical Advisor (STA) position and engineering expertise on shift. This letter will provide information on our current position and plans for the STA function at Peach Bottom Atomic Power Station (PBAPS) and Limerick Generating Station (LGS). The questions are restated below, each followed by PECo's response.

Question 1: What is your current program for providing engineering expertise on shift?

R~es ense:

The current PECo program for providing engineering expertise on shift is that of placing an STA on each- shift. The STAs assigned location at PBAPS Units 2 and 3 and at LGS Unit 1 is the control room complex. In addition to duties required in the event of a plant transient, the STAs perform a variety of functions on shift during normal operation.

a ~ Review and sign-off on the following logs:

Control Room Supervisor Log Chief Operator Log Reactor Log Unit 1 (LGS)

Unit 2 Reactor Operator Log (PBAPS)

Unit 3 Reactor Operator Log (PBAPS)

Shift Technical Advisor Log

b. Review jumper status sheets and physically verify installation while remaining within a 10-minute reporting time of the control room in the event of a plant transient.

c ~ Survey plant systems by verifying Control Room indication of valve lineups, recording pressure and temperature readings, etc. to ensure operability requirements are met.

d~ Maintain knowledge of modifications to plant equipment and help instruct shift personnel in this area;

e. Maintain log of problem areas for following shift.

The STAs also participate in continuing Senior Reactor Operator (SRO) training programs as part of their continuing training program.

Question 2: If your current STA program utilizes an "equivalency" criteria to an engineering degree, provide a description of the criteria used.

R~es onse:

Currently, the STAs at PBAPS and LGS are required to have a bachelors degree in an engineering or scientific field as a minimum. Therefore, the use of an equivalency criteria is not applicable at PBAPS or LGS.

Question 3: Provide a description of any modifications you intend to propose to your current program in order to take advantage of the options identified in the Commission's Policy Statement.

PECo has chosen Option g2, which states that "... a licensee may continue to use an NRC-approved STA program while meeting licensed operator staffing requirements", of the Commission' Policy Statement. STAs at PBAPS and LGS currently have active roles in the shift activities as explained in response to the above Question gl.

Conclusion We believe the current STA program satisfies the requirements of the Commission's Option f2 of Generic Letter 86-04, "Policy Statement on Engineering Expertise on Shift". The existing STA functions and responsibilities at PBAPS and LGS meet the Commission's expectations that the STA should assume an active role in shift activities. We are confident that the current STA program will coptinue to satisfy the Commission's Policy Statement.
