REQUIREMENTS Re:
Browns Ferry Nuclear Plant, Units 1, 2 and 3
Your letter of October ll, 1985 on the above subject-presented your proposed design concept on the three ATWS mitigating systems required for Browns Ferry.
Our comments on the three systems are as follows:
Alternate Rod In 'ection (ARI)
The use of the backup scram valves is acceptable provided the design complies with all of the requirements in the table which is a part of the final rule (49 FR 26042) and provided the scram air header can be vented in less than one (1) minute.
Standb Li uid Con'trol S stem (SLC)
The use of both pumps to attain an injection rate of 86gpm is acceptable.
Use of a soluble poison with B-10 enriched solution at an equivalent control capacity to the 86gpm is also acceptable provided the injection rate complies with equation
- 1. 1 on page 1-5 of General Electric topical report NEDE-31096-P dated December 1985 to assure reasonable mixing with water in the reactor vessel.
Recirculation Pum Tri (RPT)
Your concept, using 2 out of 2 logic, is acceptable.

II II The ATWS Rule requires that licensees submit schedules for meeting the requirements of 10 CFR 50.62 with justification if the schedule calls for final implementation later than the second refueling outage after July 26, 1984.
As noted in your letter of October ll, 1985, your proposed implementation schedule meets the requirement of 10 CFR 50.62(d) and is acceptable.
